[Campaigns-l] Digital Rights

I'd forgotten that Digital Rights was locked.  It has been since the 14th of
July, over a month.  It looks like it was locked in response to an edit war,
and now that we have two proposed policies in place, APOV and 3RR, I think
we can open it again.  I've set the protection to prevent unregistered users
from editing, but let's build the article.
