I like number 3 the best.

Some of your other ideas I've seen so far have been pretty good, Ingmar.
McLurker and I have been working on voters guides (not navigation templates,
as are the supposed "Voters Guides" on the English CW. Right now I think a
table works best for showing candidates running in a region as seen on [[United
States House of Representatives elections,
2006<http://campaigns.wikia.com/wiki/United_States_House_of_Representatives_elections%2C_2006>]].
And voters guides as seen on [[Pennsylvania United States Senate election,
2006<http://campaigns.wikia.com/wiki/Pennsylvania_United_States_Senate_election%252C_2006>]],
with issues and each candidate's stance on them look good, if not seem to
work well.
As for cross-language collaboration, I think we'd need a crack team of
translators, or at least a nigh full-time grammar/translator checker after
people use online translators. I'm okay (not great) at German, so I could
perhaps help you out there. Of course, I haven't really learned any
political words in German, mainly foods and clothing ;-).
