This says that the program you are using has a T switch which tells it
that it cant run
using insecure dependencies. It is using the perl utf8 thingo which
the app is saying is insecure and so it is telling you that it
shouldnt run. You perhaps need to post the query in a mail list or
forum for the irc client? It does not look like a network specific
issue.
