Looks like a fine start to me.  Two comments :

1. The text says : "Please help us with translation"    I think that should be
specified. Interface or content or both ? The content will partly be different
for different countries, but it can be useful to translate and localize texts
on issues etc all the same.

2. "When enough people have expressed interest, we'll be able to justify the
creation of the site."   Until there is enough interest, I guess it will be
okay to write texts e.g. on the English-language site about issues from a
non-English speaking community ? Would "foreign" language-texts on
campaigns.wikia.com be impermissible ?
