[Campaigns-l] new: int. project collaboration site + chat meeting dates

This really looks good.  The forum and chat links are in the Navigation bar,
and I'll work on getting the voting system installed over the next few
days.  I thing we could create a collaboration calendar with dates/times for
chats and other meetings.  We've been working on the Meetup page as well.
