Hello Richard & Ingrid,
In the United States, one of the main NGO's that has taken on the ignorance
of the general population is the League of Women Voters.

The local chapters of the LWV put out "They Represent You" booklets that
list all the elected and major appointed representatives for that city or
county, and instructions about how to register to vote as well as details on
how to ensure our votes are counted. That sounds similar to what you are
trying to start.
I know that much of Brazil is urbanized and that the Internet has a pretty
strong presence. According to Internet World Stats, 14.1% of the population
has access to the Net. Orkut.com is a popular service in Brazil, so that
might be a place to do outreach.
Political ideology aside, the model of Democracy for America and other
populist organizations could be followed anywhere in the world where
elections determine leaders. Do you have anything like that in Brazil?
Looks like Wikia doesn't have a mailing list for the Portugese language *
campanhas* yet. I think all you have to do is ask.
