Perhaps there is/was a network problem between your client and the  
ISC?  Maybe while you're doing this, ping the soap.grub.org hostname?  
(BTW, there's no "soap" there, it's just an old hostname from the old  
protocol)

I've not seen any other issues, and it's just a simple perl script  
configured with apache's PUT handling, so no obvious source of limits  
on bandwidth or size.
