[Grub-dev] beginnings of documentation

While nothing spectacular I've created README.txt and CHANGES.txt under:
http://svn.swlabs.org/grubng/trunk/perl/

I'm not sure if that is even the right place -- perhaps a top level "docs"
directory would be make more sense?

Right now it's just very basic usage, and simple explanation of diff
revisions, but hopefully (soon) we'll start putting up some pretty
architectural pictures and stuff as well, for people who are into that sort
of thing :-)

As always, looking for feedback.
