[Grub-dev] The Open Loop

Every arc file uploaded by a grub client will get dropped onto a  
server that anyone (for now) can access openly.

Anyone can also submit a list of URLs to get crawled, be that their  
own site, or just a list of sites they think are important to be  
included.
