Nope the new update server is not declared stable yet but yes it's the
default in 0.3. You can change it by removing the 'dev' from the
DISPATCHER variable. I also added a comment to the release notes.
I've already uploaded many arcs with the new server and behaves nicely
with the python client. So give it a try :)
