Maybe a little clarify ;) I was told, that (if i remember
correctly) Python client was problems to connect to new upload server
when use HTTP 1.1 - so this can be a problem in Mono or Python
libraries.

Plus you want change HTTP protocol version for crawling? Im little not
sure about this - mainly that we are not 100% sure, that all
webservers on the world can connect with this version of protocol.
