If you want to ensure transparency in the searches, build easy to use
user defined filters. So when a generic search retrieves results with
lots of noise from a completely unrelated topic, with a few clicks,
the entire search can be modified or narrowed. Finding ways to
empower a user to choose or tune a search relevancy would be one way
to avoid a conflict in interest. For example, two terms used in
separate industries. A search may return result sets from both
areas. It should be easier to reduce the "noise" from a search to
narrow the search (I always end up wishing for a filter or a "less of
this" button).
