My assumption is that the main idea  is to create an index  and  
supporting infrastructure for maintaining this index.  Index will  
include traditional
full-text component but also  should include rating/voting component  
which will allow to add human expertise to the machine-centric full- 
text index.
These two sub-indices should allow to build multiple search solutions  
which can use different refining components. Index infrastructure  
should allow
to add new components. For example, if someone has a good entity  
extraction component, it should be easy to add this component into  
infrastructure.
Modular infrastructure should allow to turn 'on' and 'off'  different  
components. Index can be implemented  through federated approach.  
Index creation and updating can be done in distributed environment.  
Index should be available programmatically for building multiple  
solutions. Derivative data should be
available under the same conditions as index.

  A query interface should be an important part of this  
infrastructure.   It  should also allow modularization. Query component
can include such modules as query translators/extenders, faceted  
navigation, dynamic filtering, topic/tag clouds,   etc.

That is what I would like to see in this kind of project.
