[Search-l] Introducing Wikia Evolution

We don't really have a bot policy yet, but basically I would think of it 
as being something for the community to decide.  The basic way it should 
work is for someone to propose what their bot will do, discuss it, show 
examples, let people comment on it, modify it, etc., and when there is 
consensus, run it.
