Yeah, so topic-based approaches might not be a good idea, but that 
doesn't mean that the general approach of having teams drop in scoring 
algorithms wouldn't work.

Right, the idea is to exploit the power of niches and teams able to come 
up with innovative ideas for those niches, and if topics aren't how to 
organize those niches, then that's fine. Maybe there's another way to 
expose the set of possible niches to potential teams?
