Yes - good stuff. I hope to tweak it slightly in due course, in line with my
other message that we should explain a little more clearly the benefits of
making a talk page and registering an email address.

A good result. I think "In short" (which you used earlier) looks better than
"In Short" and I've changed it.

OK, but prepare for an argument! Perhaps we should wait until we have some
concrete examples to discuss, but I would urge the deletion of almost all
tips that are ONLY useful for versions prior to 6.0.
Anyone using Vim before version 7.1 has a time bomb with regard to the
modeline security issue.
Maybe we need a category for obsolete tips, or possibly even a template to
insert yet another coloured box. Perhaps Category:OldVersion - you would
feel comfortable adding that to any tip that you think may be using old
stuff. Later, we could review tips in that category and decide if a tip
should be flagged as obsolete, or deleted, or whatever.

Totally agree. I've put a lot of time into the guidelines in the hope that
they will help people from vim_use work efficiently. I plan to add a brief
intro to the wikitext rules.
