[Vim-l] New guidelines (policies) for editing tips

And im getting confused. Please keep it stupid simple :-)

I have a vague idea to give things more structure:

Until now tips are categorized by content. Would a categorization by 
"state" be useful? These things sound like states to me:

Review, Delete, Dodgy, Obsolete, Deprecated, 6.0, 7.0, Merged.

Then we could think more clearly about state transitions. e.g.

Review -> Dodgy -> Delete
                -> Merge -> Delete
                -> Obsolete -> 6.0
                            -> 7.0

Could we need such structure here? Or am I over formalizing now? Wouldn't 
mind if you say yes :-)
