There is exactly one tip that uses non-ascii characters in the title.

The tip title is (using ascii apostrophes):

Presumably everyone agrees that we may as well impose a "use ASCII text
only" rule for titles?
What about in the body of a tip? There are cases where non-ascii has a
point, but my vote would be to replace any non-ascii quotes with ' or ".
Opinions?
There are 105 tips with non-ascii characters. Interestingly, the largest
number of non-ascii characters occurs in two tips which are identical!
