[Vim-l] {{TipNews}} vs. MediaWiki:Sitenotice

I'm thinking the {{TipNews}} template should be abandoned in favor of
the MediaWiki:Sitenotice feature:
http://vim.wikia.com/wiki/MediaWiki:Sitenotice

Of course, regular users can't modify that page, but I would still
prefer that kind of notice to be moved there because it offers a
"dismiss" link that is remembered.
