Thanks, and yes, Title_guidelines is a bit long. I'm not sure how to
abbreviate it without leaving out something useful.

Yes, and I started planning to use that as the starting point. I was going
to add a tiny bit about editing old tips, with links to my extra guides. But
then I noticed your html comment that the Tips_Ruleset page is displayed as
introductory text when a new tip is created. I then decided that changing
Tips_Ruleset was too complicated. Anyway, the two functions of adding a new
tip, and editing an old tip, are pretty distinct and deserve separate guide
pages.

Do you mean for the wiki (''italics'' etc)? No we don't. It would be useful.
I might add a page.
