[Vim-l] New "File Handling" category

I'd like to add a new category (probably under "Usage") that will hold tips
relating to the opening, finding, creation, and saving of files.

I was thinking about naming it "File Handling".

I've seen plenty of tips that could use this category, including the ones on
using the gf commands, and these specific ones:
