[Wikia-l] customizing problem reports

The next version of this feature is due out very shortly - I'm working with
Macbre to finalise it now.  I think the best change is that admins will be
able to email people reporting problems (email is now a required field,
although it could be a fake one of course).  That should make it a lot
easier to really clear up problems.

I'll make sure there is an updated list of Mediawiki messages available for
translation/customisation.
