[Wikia-l] Problem reports upgrade problem

Oh, the irony; I'm reporting a problem on problem reports.

The PR upgrade working on 1.12 wikis (such as scratchpad) does not allow
users to view more than 20 archived problem reports without directly
changing the URL.

The options to view 20, 50, etc. problem reports in the archive leads back
to current problem reports (there is no &archived=1 attached in the URL).
