I've seen that too. I don't think it's related to caching. It could be
a symptom of the server clocks being skewed or the databases being out
of sync. The tech team are aware of the problem (which is listed in
trac #2166).

The page usually shows if you add ?action=purge to the end of the URL,
though that's clearly not a solution for most users.
