It's because it's in the wrong place. DPL generates its magic results, and  
because you include headings it also generates a TOC. The "subarticle" is  
then included into the main article. The main article itself doesn't have  
a TOC; to make it more obvious, remove __NOTOC__ and add more headings  
outside DPL and you'll end up with two TOCs..

The solution is to put __NOTOC__ in the first listseparators field, where  
it will affect the DPL content.
