We used to do this a lot, but it adds to the waiting time for the
requester and leads to a higher abandonment rate since they go and
start the wiki elsewhere or just forget to come back and use their new
wiki. In theory, it's still possible for users to do that research
since anyone can add comments to the talk page of each request, but it
does need to be done pretty soon after the request is made.
