Thanks, although my aim is to simplify the wikitext so it is easier to edit. I think
using <nowiki> would only be useful to patch problem cases when they are noticed.

You did NOT tell me to always use &lt; &gt; &amp; and I might infer that you think
using < > & would be ok (with patching of problem cases). So I might have wikitext
like this:

   '''Shift-F1''' is <nowiki><S-F1></nowiki> and
   '''Escape''' is <Esc> and
   & is [[repeat last substitute]] and
   &cp is the compatibile option.
