Yes, that doesn't quite make sense.  I've changed it to "The page was at <link>"

Sorry about that - it was because I misunderstood the system.  I
thought the mail was sent when your rights were changed, but it's
actually sent when the rights of a person who's user/talk pages you
are watching (including your own)

I've adjusted the text.

Hopefully that's the last anomaly... but please let me know if you see
any others.
