[Wikia-l] wikia access across the world

ping various wikias across the world from just-ping.com.
Many of them show high unavailability in India and complete  
unavailability in China. Is this censorship or just net failure?
What can we do to ensure that user experience is not a long wait  or  
worse lack of access?

This is not only preventing contributions from these regions but also  
loosing out tens of millions of eyeballs to wikia content from these  
two significantly large parts of the world.
