I did run this test again today.  There is a long delay 306 ms for  
government.wikia.com. The data makes this message too long to be sent  
to the list but you can get the data from anywhere by running just- 
ping.com and specifying the wikia url you wish to test.

Perhaps you are right, it may be a temporary access issue. The  
routing seems to have too many jumps judging by the long delay in  
response. So it is quite possible one of the servers does go down  
often. However some wikias seem to connect faster.

Some wikias seem to have a significant packet loss despite fewer  
jumps in other locations.

The last couple of times I checked there was more than 20% packet  
loss in India for most wikia - on some occasions more than 50%.
