Perhaps you are right, it may be a temporary access issue. The
routing seems to have too many jumps judging by the long delay in
response. So it is quite possible one of the servers does go down
often. However some wikias seem to connect faster. Also some wikias
seem to have a significant packet loss despite fewer jumps in other
locations. You can have this tested for all wikias from just-ping.com
which has test sites across the world to check access to your url.
(some data below for quick reference).
The last couple of times I checked there was more than 20% packet
loss in India, on some occasions more than 50%.
